Sale of Car and Tax Repayable

Hi
just cruising the Allo Expat site and came across the following advertisment for the sale of a nine year old car. What got my interest was not the price of the car but the large amount of "extra tax" payable if one could not get the vehicle tax exemption.
For a nine year old car it was amazing.  :) :)

Leaving Malaysia - must sell
- 70,000 kms / 2001 Camry / 2.1 cc engine
- very safe/ high quality dependable vehicle/ fuel efficient
- new Dunlop tires
- imported from Japan/ silver color
- only serviced by Toyota dealership
- asking USD 6,400 equivalent (+ 29,000 RM if you do not have duty free car privilage)

That's indeed a lot of dough for the tax office.
But after quick loop on Mudah it seems a used 2001 Toyota Camry still does around 50.000RM!

That is expensive.
In Oz, my son just purchased a BMW of similar age and mileage at around MYR40K.  :)
