Would anyone know if can use my police sergeant neighbour to certify the required document copies?
The Post Office in Uk offer a certification service very reasonably. I'm guessing this not permissible.

If you are applying from the UK then you probably need to get these documents notarized (which can be expensive), alternately an option if you are near to London is to get the documents notarized at the Malaysian Tourist Office in London as per Sukhi's note below:
The Malaysian Tourist office in London notarizes them for free, you need to make an appointment with them. That's what we did (DIY) and no problems at all, all was done in half an hour.
I got a quote for notarizing 10 pages in the UK for my MM2H application, the quote was £60 + 20% VAT per page, so a total of £720.00 for 10 pages. This is
ALLEGEDLY because the Society for Notaries in the UK won't allow them to charge any less.
I eventually got the 10 pages certified in Penang for 4 RM per page, for a total of 40 RM or £8.30 - obviously this is only possible if you are planning on coming to Malaysia any time soon.
By the way, you don't need to use an agent. Many of us have undertaken the entire process direct (including myself) without having any problems. Equally, some have done it direct entirely by mail without any problems.
