That seems definitive, so Papaya via JoyStay did the right thing.  Also, the question of validity is no longer relevant.  Good.

You're getting your Steps and Stages mixed.

The MoTour site changed it's Stages into Steps.

Step 1 Pre-Submission (whatever this may mean)
Step 2 Submit Application

The LGC is listed as one of the 14 items required.

Step 3 Conditional Approval Letter issued.
Step 4 Applicant comes to Malaysia.
Step 5 Applicant submits Remaining Documents.
Step 6 Applicant collects the Visa.

So the LGC is part of the application submission.

Can now confirm the above.  Our LGC was submitted with our application via agent.  We had to visit our agent to pick up the "original" conditional approval letter - though it looked just like the scanned copy we had printed off -  but no retrieval of the LGC.  That had already been lodged with MM2H and was not asked for at PWTC.

Congratulations Papaya, and thanks for keeping us informed. 

I would just point out one thing: I didn't submit my LGC with my application [though I voluntarily sent in a photocopy for information].  I have the Original and am to take it with me at Endorsement. 

I assume either method is acceptable, and it seems to depend on the routine of the Agency rather than being a specific requirement.

I've split off from the Help LGC topic several pages to form a new UK specific topic on the GLC.

The Help LGC has been renamed MM2H LGC : General.

I'll work through this and split any country specific posts into their own topics.

This should make it all less like plodding through wet concrete in stone wellies.

I may be missing something blindingly obvious here, but I can find no 'announcement' or caveat regarding the 21 day rule, information that seems to have come via Joy-Stay, on either the MM2H or even the Joy-Stay site?  Is anyone aware of anywhere this requirement is listed officially??
