This is from an email that I received from Joy-Stay :
But Joy-Stay insists that they obtain this letter prior to their MM2H application, this is to avoid any rejection by the Immigration Department issuing the MM2H visa if the applicants were to complete the other conditions.
 
Some prospects explained to us that they can not obtain the LGC with clean record due to violations of laws. Therefore, we make it a point to request the clients to submit the LGC right from the beginning after they reveal their interests to apply for the MM2H status.
seems to give you very limited time to get your paperwork certified, in some case translated and submitted.
Or do I get things wrong? It seems an unmanageable time frame to me.

Although you could always get a second one I suppose.

I think it could be rather tight in some cases.

Our latest plan (changing weekly) is to try and get everything except the LGC emailed over to Joy-Stay (undated) within the next 2 weeks, and hopefully get the nod from Yvonne.  Then we'll go to Bangkok.  Officially they'll send the LGCs back to you by post within 14 days.  As long as they don't date it then sit on it for 14 days, will be okay.  We're going to try some grovelly niceties in Thai and see if we can get them to speed up the letters and take them back with us.  It's got to be worth a try.  Then when we get back, everything mailed to Yvonne and just hope for the best.

It's not ideal.  Would be impossible though if you had to apply to every country you'd lived in.

Hi,
I am Jon, live in UK now, I am going to apply for MM2H directly on Sept after my 50th Birthday in Malaysia. I read thru all the information that provided by Scott and others. Thank you very much, it was useful.

However, I received a letter from ACPO Crimonal record said that, I should go to the local police station to get the Letter of Conduct(Section 7.Data Protection Act 1998). The ACPO department has rejected my application, becuase their siad this application form is for Aust,Canada,NZ and USA only.If you live abroad this is the website :www.met.police.uk/information/request_form.htm

Could someone have any suggestion where should I go to get this Letter of Conduct? since I am still in UK. I will be leaving to Malaysia on 22nd Aug for 2 weeks holiday. Many thanks. Jon.

And welcome to the site.

The Letter of Good Conduct is new and it's still a problem area. I can only suggest that you go to a local police station and try again. Show them that it's a requirement for your mm2h application.

Other than this you could try the British Embassy in KL when you arrive here. At least the British Embassy in KL should be very familiar with mm2h and it's requirements.

Perhaps other members have something more positive to suggest.

Hi Scots,
Many thks, I called to MM2H department today at PWTC, one of the lady said, i am still can submit the application without Letter of Couduct.
The letter of Conduc submit to MM2H immigration only on second stage, which the MM2H department have aprrove the application.
Finally, has clarified with local police station yesterday. However, they will take 40 day to proceed the letter of conduct. Advise: for those still in UK, going to apply for MM2H, please take note.

Sorry to say that this contradicts Yvonne at Joy-Stay's request to obtain the LGC at stage 1 and LGC  must be no more than 21 days older than when submitted (at stage 1).  We've got flights booked up to Bangkok next week to see the Thai Police for ours.

Just to correct one of my previous postings above - for anyone getting the LGC in Thailand - the official police website states that the LGC will be available within 7 working days (not 14 as I was previously told by someone).  Website link below.

Not necessarily, Watson.

You'll observe, carefully, that Joy-Stay doesn't charge a "failure fee" - you know, the administrative charge of about RM800 that 99% of agents charge if there's no approval.

Hence, I guess, there's no mileage for Joy-Stay to submit an application if there's a chance of rejection. Given that an applicant will have proved the financial capability for the FD in Part 1, the only problem areas for Part 2 would be (a) medical report : totally no problem if you're breathing, (b) medical insurance : basic insurance of RM700 is hardly criminal, and (c) the LGC : the only real bit of bother.

So, mere speculation Watson, I imagine that Joy-Stay has it's own preference for the LGC to be submitted in Part 1 rather than Part 2.

Elementary. Except for the 21 days which I'm still pondering.

BTW : On the MoTour site, the LGC is Item 7 on the New Application List - How to Apply.
It's under :

STEP 2 : SUBMIT APPLICATION TO MM2H CENTRE OR THROUGH APPOINTED AGENT. Which means it's Part 1 because Part 2 is :

STEP 3 : CONDITIONAL APPROVAL LETTER IS ISSUED TO THE APPROVED APPLICANT BY THE IMMIGRATION UNIT, MM2H CENTRE, and STEP 4 : APPLICANT COMES TO MALAYSIA.

QED : With this new stuff, no-one is yet sure of SFA.

It seems clear to me Sherlock on the MoTour website that it is Step One for both Direct Applications and Agency Applications.  So Step One is Step One isn't it?  Or am I missing something?

The 2 lists of documents on the MoTour website for both Direct Applications and Agency Applications are merely lists. There is no Step or Stage annotation.

For Step Annotation such as ...

Step 1 : Pre-Submission,
Step 2 : SUBMIT APPLICATION TO MM2H CENTRE OR THROUGH APPOINTED AGENT
Step 3 : CONDITIONAL APPROVAL LETTER IS ISSUED TO THE APPROVED APPLICANT BY THE IMMIGRATION UNIT, MM2H CENTRE
Step 4 : APPLICANT COMES TO MALAYSIA
Step 5 : SUBMIT REMAINING DOCUMENTS TO THE IMMIGRATION UNIT, MM2H CENTRE
Step 6 : APPLICANT COLLECTS THE MALAYSIA MY SECOND HOME VISA

... you need to click on How To Apply - New Application : http://www.mm2h.gov.my/applynew.php

The MoTour site recently came up with these 6 steps. Before that everything up to but not including the Letter of Approval was known as Part 1 (or Stage 1) and everything after this known as Part 2 (or Stage 2).

Jonno, don't know if this is any help, but when I applied for MM2H the office staff also told me that the LGC was not needed until the second part of the application.   When I got my conditional letter of approval on June 30th it wasn't on the list of things I needed to do, therefore I didn't get one.  Got the visa though.  I suppose it's too much of a risk to assume the same would happen to you. 

It would be good to hear from anybody else who has applied recently without using an agent.

And just to further correct my correction  :-\ despite the statement on the official police website, we were given bits of paper saying that the LGCs would be available in 14 days.  So... we shall see.

The fingerprinting was real messy and rather Heath Robinson  :D

Most of my paperwork are ready now. We are waiting for our letter of good conduct from the Nottinghamshire Police Authority. They said it could take up to 40 days from date of receipt to issue it  and if we don't hear from them, we got to inform that within 30days after the 40 day period, or else we will need to reply and pay a further fee.
40 minus 17 days to go !

I've recently received my emailed copy of the Conditional Letter dated 3 September 2009 and the conditions attached are as follows:

3.1 Social Visit Pass Fee
3.2 Letter Of Good Conduct from Police Dept. (Country of Origin)
3.3 Fixed Deposit Certificate for MM2H
3.4 Letter to Confirm the said Fixed Deposit from the Bank for MM2H
3.5 Medical Report
3.6 Health Insurance

I used Joy-Stay semi-DIY as agent so I presume I will have to comply with the above conditions when we arrive in KL next month. She has my LGC on file.

I thought LGC is required during application. As soon as we received it (by royal mail if they don't go all out strike) we will courier our application over to Malaysia. That way, everthing will be dated either Sept or even Oct (including bank statements)
