British High Commission "Letter"

Sorry to Scott if this is in the incorrect section, but couldn't see a more appropriate one.

Trying to arrange my marriage here in Penang, and have applied for the letter from the British High Commission about freedom to marry etc, instead of the Certificate of No Impediment which they do not issue.

The information that I have states that when I receive this letter,

 "Once you have obtained the letter from the British High Commission, the Registrar will also require you or your agent to go to the Ministry of Foreign Affairs to have the letter Legalised. Their contact details are as follows:

Can anyone confirm if this is correct please as I can not find any reference to it on any other websites relating to Marriage in Malaysia.

a thought only but it may help in your understanding. Under UK law there is no such document as one that the Government issues saying that one is free to marry. The application to marry is taken on face value and the happy event goes forth. If it is susequently shown that a person was still married (decree nisis and decrees absolute et al) then they throw the book at you.

So what you have is a letter form the UK Government (the best they will give) that the Malaysian system needs to turn into a ceritficate for its purposes. It sounds quite okay but if you are concerned in any way keep asking.

Yes I understand that the letter is a substitute for a CNI but what I can not find out is:-

1. why it has to be Registered at the Dept of Foreign Affairs (as the only reference to this comes from the Brit High Comm)

2. Who it is who actually KNOWS about this registration business, as certainly no-one in the Malaysian Marital system seems to have heard of it. Even the Marriage Agencies!

Totally puzzled.
